Dear Mr. Speaker and Members of the Legislature:

I am pleased to report to you that we continue to make outstanding progress in transforming the State Treasurer's Office into a technologically advanced, cost efficient financial management operation. We have a great team and we operate the office more like a business than a government bureaucracy.

Our consistent and dedicated focus on improving the operations of the office has produced exceptional results for Nebraska taxpayers and I am very proud of my staff for the many accomplishments that we have achieved. The following are just a few of those exceptional accomplishments:

  • Electronic disbursements are increasing and payments by warrants are decreasing;
  • Payments in excess $75,000 are sent electronically rather than by state warrant, resulting in better cash management for the State;
  • The State's new custodial bank contract has saved Nebraska taxpayers over $3 million;
  • Nebraska is the first and only State using electronic representment procedures for insufficient funds checks;
  • Record amounts of unclaimed property continue to be returned to Nebraskans and Nebraska businesses;
  • More than $19.0 million of unclaimed property was returned during the last 5 1/2 years, which is more than twice the amount ($8.0 million) returned from 1971-1994.

We are very pleased and proud to have implemented these changes on behalf of Nebraska's taxpayers and we look forward to our new challenges during the next two years -- the implementation of the College Savings Plan of Nebraska and the centralized collection and disbursement of child support payments. We welcome your suggestions as we continue our efforts to improve. Thank you.
